The ANC walked out of a Tshwane council meeting on Thursday, rendering it without a quorum.
It did so in protest against a new extended public works programme registration (EPWP) drive, the metro said in a statement.
Mayor Solly Msimanga accused the ANC of not caring for the objectives of the EPWP.
“They have chosen to play politics at the expense of Tshwane residents,” he said.
“The public must know that on this day the ANC… demonstrated that they were not in support of EPWP.”
Msimanga said it remained the DA’s mission to ensure that EPWP was free from politicisation.
“This has clearly upset them [the ANC].”
The way the programme used to be run has in the past been criticised by the DA.
The party has accused the ANC of using the programme to the benefit of its cronies.

If the ANC truly cared about the well-being of the people they serve, they would be encouraging more and more people to register on the database.
Msimanga said the food prepared for the council meeting would be given to the homeless.
The registration for the EPWP started on Monday and was scheduled to end on Friday 1 December.
A total of 70 000 people had registered so far, the metro said.
Msimanga said on Thursday: “|It is bizarre that the very same ANC councillors who claim to advocate for the needs of the communities have once again proven that they only have their own interests at heart.”
